The Vice President of Health and Business Analytics provides clear strategic guidance around existing and new approaches for the use of sophisticated business intelligence methods for the insurance services division. Overall responsibility for this position is identifying strategic opportunities and strategic direction for new initiatives both within the Division and across the organization. The Vice President will strive to expand, guide, and drive continual improvement in analytics activities, outcomes and ensure effective collaboration with critical related departments. This position will serve as a distinguished leader and a respected subject matter expert in science and will report to the Chief Analytics Officer.
Responsibilities:
+ Design, develop, and implement health care analytic and biomedical modeling programs.
+ Provides training, mentoring and expertise to staff within Health Economics and Clinical Informatics areas.
+ Functions as a subject matter expert across the organization.
+ Consults with and provides guidance on the selection and use of modeling software and programs.
+ Serves as a senior level consultant within the Health Plan to ensure coordination in systems planning, development and implementation between health care utilization management and other areas needing development of informational methods and systems, as well as external organizations.
+ Provides input and guidance for vended/partner/acquisition candidates in terms of analytics and informatics opportunities that can accelerate or augment Health Plan and HealthPlaNET capabilities; guide related implementation/integration activities Ensure ROI of investments and programs.
+ Coordinates and advises on collaborative efforts with UPMC Enterprises.
+ Identifies staffing needs to enhance modeling and reporting abilities and participates in recruitment and hiring.
+ Supports HealthPlaNET and Clinical leadership in the expansion and formalization of clinical informatics teams Identifies business owners with health care informatics needs and work with them to define reports and reporting schedule.
+ Identifies and implements education and training program to address needs of health plan employees relative to health care informatics and modeling.
+ Will represent the Chief Analytics Officer at times, meetings, conferences, etc.
+ Oversight of all phases of quantitative research projects: identifying the business problem, appropriate data exploration and modeling, communication of final results.
+ Responsible for conceiving, planning, designing, developing and validating robust algorithms for use in analyzing health care models, including business proofs of concept for new initiatives.
+ Manages, guides, and provides expertise in strategic application of analytics to DOHE teams and across the Health Plan:
+ Implements plans for capturing and creating new data elements, working with Health Plan CIO and IT staff.
+ Defines methodologies for reporting and evaluates software requirements needed to support analytic reporting.
+ Provides budgetary input and oversight. Provides strategic and goal planning for the Division.
+ Will work on cross functional Center for High Value Health Care grant administration team.
+ Will work collaboratively with HealthPlaNET leadership Work closely in matrixed leadership role with HealthPlaNET dedicated Directors of Analytics and Clinical Informatics and Consumer Innovation Director, Consumer Innovation Engagement/Optimization.
+ Contributes to structuring and developing the relationship and processes of HealthPlaNET Analytics, Clinical Informatics, and IT Uniquely bridges Informatics and Analytics within in the organization.
+ Incumbent seeks to use scientifically and methodologically validated DOHE program outcome reporting to establish credible & validated clinical/lifestyle program value propositions to support development of innovative products, influence HP sales and market PHM positioning
Qualifications
+ Advanced degree in a quantitative discipline such as Bio-informatics, Statistics, Mathematics, Operations Research, Economics, Decision Science, Health Services Research or related field. Ph.D. highly preferred.
+ Ten or more years' experience in quantitative methods or other relevant work
+ Strong mathematics and science background with sound analytical/computational skills and proficiency in pattern recognition and classification.
+ Experience with machine learning models highly desired.
+ Knowledge of statistical and reporting methodologies.
+ Database knowledge for data management is highly desired.
+ Ability to provide strategic design and modeling, especially around business proofs of concept.
+ Excellent written and presentation skills.
+ Demonstrated skills in business development
+ Previous insurance experience highly preferred
+ Previous claims experience highly preferred
+ Previous research experience highly preferred
